Not quite, the law went active in July 2021. We don’t have any statistics for 2021, but in 2022 the law was in place the entire year.
Maybe it’s just the case that nobody, not even the police, are aware yet that these kind of toys have also become illegal. Would be interesting to see what happens when you report those stores for selling child sex dolls, at least if you have no problem throwing sex toy dealers under the bus… maybe start with some who tried to morally clear themselves by being especially vocal in their hostility against pedophiles
