No this is the federal obscenity law. The CP law is 18 U.S.C. § 2251, 2252, 2252A.

How would you read some of these terms? For instance, what constitutes “distribute”? Distributing to another natural person? Backups? It’s important when reading some of these news articles.
Statutory interpretation is a law school course in itself, and I am sorry that I don’t have time to go through it all here, but in general either it is:
(a) Defined elsewhere in the law itself (see if it has a “Definitions” section).
(b) Defined in another law (usually it will be cross-referenced).
© Defined in case law, ie. in the decisions that judges have made.
For each term this can require some research.
